SAN ANTONIO — The Texas Department of Public Safety conducted a raid on an apartment complex on Whitby Road near Babcock Road on July 1, 2026. During the search, investigators recovered more than 400 pieces of personal information belonging to 273 victims. The victims include seniors, children, and one deceased person.

Investigators found several counterfeit mailbox keys, machines to produce them, and phony credit cards at the apartment. The suspects had leased the apartment using the name and personal information of a victim without his knowledge.

Allen Searcy, 42, Angel Delagarza, 31, and Bryan Duenas, 44, were arrested earlier in July 2026 on charges similar to those against Alyssa Zurita, 24, who was arrested on charges including fraud on July 21, 2026. An arrest affidavit identifies two additional individuals whom investigators intended to arrest, but no arrests had been made for them as of July 24, 2026.

The Texas Department of Public Safety reported 12,345 identity theft complaints in 2022, according to the Texas Crime Statistics Report. This was a 12% increase from the previous year, with a portion involving fraudulently obtained driver’s licenses. In 2023, the department discovered that a Chinese organized crime group had obtained 3,000 driver’s licenses through a vulnerability in the Texas.gov portal. The group exploited the vulnerability to target Asian Texans by harvesting personal data from underground sources.
