BOERNE — Jaylen Robinson, 13, drowned at Boerne City Lake on June 28, 2026. Boerne City Lake does not have lifeguards.

Dr. Dan Murray, a divemaster instructor and owner of Dive Masters of San Antonio, discussed water safety measures. He recommended that individuals be able to perform "At least a stroke, a nice, easy breaststroke that you can save your own life, regardless of the kind of the water that you're in, that would be recommended as well." Murray also stated, "There should be somebody that is watching from shore, particularly if you're under the age of 18."

Murray advised wearing a life jacket if entering water where one might fall into depths over their head, saying, "If you're going into water where you don't feel like you have the ability — like you might fall into water that is over your head — you should probably be wearing a life jacket, right, a personal flotation device that isn't going to come off, or you can't lose contact with just by slipping away from it." He cautioned against entering the water for a rescue if one is not confident in their own skills, stating, "But if you're not sure of your own skills, you might just create two people who are having a problem rather than just one."

The U.S. Army Corps of Engineers employs the mantra "Reach, Throw, Row, Go" for water rescue techniques. Murray noted that if one has the skills to enter the water for a rescue, they should, adding, "If you have to enter the water to go and rescue them and you have the skills to do it, then you should." He further suggested that if people are enjoying activities near the water, someone on shore should remain alert, noting, "If they do, then make sure that you've got somebody on shore that is not enjoying any of those so that you have somebody who can do the rescue if it were necessary." Amy Niles, the river and watershed manager for the City of New Braunfels, indicated that the city recommends all tubers wear life jackets.
