BRIDGELAND, TEXAS — The Houston Texans will relocate their headquarters, practice facility and community engagement activities to a new 83-acre development in unincorporated Harris County, Texas, called the Toro District. NRG Stadium will continue to be used for game days only.

The project is a public-private partnership involving the Texans, Howard Hughes Holdings and Harris County. Construction of the new headquarters and training facility is not expected to be complete until at least 2029.

The Toro District will cover 83 acres, approximately one quarter the size of the current NRG complex. Howard Hughes Corporation owns the raw land for the development. The project includes dedicated fields for school district football games and broader youth athletic programming.

Texans owner Cal McNair said the development will change how the franchise operates in the region. "It will reshape the way we engage with fans, youth, partners, and the greater community," McNair said.

According to the initial Memorandum of Understanding, Harris County will contribute $150 million in borrowed funds, primarily for parking facilities. Public funds will also be used to build new roads and bridges in and around the Toro District. The full scope of infrastructure costs has not yet been disclosed, and Harris County Precinct 3 Commissioner Tom Ramsey did not dispute that public expenditure could exceed $150 million.

"A lot of people don't necessarily understand there's more people that live in unincorporated Harris County than in the city of Houston. So the biggest part of our population lives in unincorporated Harris County — that's the area that's growing the fastest," Ramsey said.

The Toro District plan follows a model established by The Star in Frisco, Texas, the Dallas Cowboys' headquarters and practice facility, which has been operating for nearly a decade. The Star is also structured as a public-private partnership and includes team facilities, restaurants, retail, a hotel and public spaces.

The Cowboys' headquarters and practice fields at The Star are located approximately 40 miles from the team's stadium. The facility features a film room, 154 Italian leather chairs, practice fields and a public park with a turf football field accessible to anyone. According to Visit Frisco, The Star drew close to five million visitors in 2025, and Frisco markets itself as "Sports City USA."
