Kevin Kiley left the Republican Party and registered as an independent candidate for reelection following a redistricting process that divided his former district into multiple new districts. The filing for congressional primaries in California began on Monday, marking the start of an election cycle shaped by recent map changes.

California Democrats redrew the state's congressional map after winning voter approval last year to override a map originally created by an independent commission. The new California congressional map created five new Democratic-leaning seats, altering the political landscape for several incumbents. Placer County will be divided among three congressional districts under the new map, fragmenting local representation. The portion of the district where Anne Smull resides was merged into a Democratic-leaning district based in California's wine country.

Despite leaving the party, Kiley continues to caucus with House Republicans. Political organizations affiliated with House Republicans are spending money to support Kiley's reelection campaign. Andrew Yang is supporting Kiley's campaign, providing additional backing for his independent bid. Richard Pan, a former state senator, is the Democratic candidate running against Kiley.

Kiley voted for the budget and tax cut bill supported by President Donald Trump last year. "We've seen partisan divisions really spin out of control in really harmful ways, and I think exhibit number one is the redistricting wars," Kiley said at a public event. "I could have gone there and run and played the same game these other politicians are playing," he added in an interview.

Pan criticized Kiley's shift in party affiliation. "He was a MAGA champion when he first ran for Congress, and now he's trying to say 'I'm not,'" Pan said at a public event.
