Apple briefly removed Telegram from the App Store globally on Monday night. Apple restored Telegram to the App Store on the same day after the developer removed the content and banned the user who posted it.
An Apple spokesperson stated that a review found Telegram violated guidelines prohibiting child sexual abuse material. Telegram reported on Tuesday that the suspension followed one user sharing child sexual abuse material.
Telegram has more than a billion monthly active users. Pavel Durov, Telegram CEO, stated that an extortionist planted AI-modified illegal content by editing an old message in an active public group chat.
Durov said that extortionists have found a way to manipulate Apple into overreacting, adding that Apple removed Telegram from the App Store before contacting the company. This creates a potential systemic risk for every mobile app that hosts user-generated content, he said, noting that if an app used by more than a billion people can be removed from the App Store without prior warning, any app can be.
Tim Sweeney, CEO of Epic Games, questioned Apple's decision on X. "Apple has stated they removed the app from availability to a billion users because a Telegram user posted something horrible and illegal," Sweeney wrote. "They did not elaborate on how, if that is the standard for app removal, any communications app could operate at scale, including iMessage."
Telegram asked whether Apple would apply the same stance equally to all other apps in the future.
The incident occurred against a backdrop of regulatory scrutiny and legal challenges facing the messaging platform and its leadership. French authorities arrested Pavel Durov in 2024 and charged him with enabling illegal transactions and complicity in the distribution of child sexual abuse material. Pavel Durov was indicted on twelve charges on 28 August 2024, including complicity in the distribution of child exploitation material and drug trafficking, and was barred from leaving France.
In April, Britain’s Ofcom launched an investigation into evidence suggesting Telegram shared child sex abuse material. Telegram denied Ofcom’s accusations and stated it had virtually eliminated the public spread of child sexual abuse material through detection algorithms since 2018. Australia’s online safety regulator fined Telegram in February for delaying answers to queries on measures to rein in material on child abuse and violent extremist behaviour.
Telegram reported blocking nearly 338,000 groups and channels related to CSAM this year. Apple temporarily suspended Telegram from the App Store in 2018 for inappropriate content.
Russia issued an arrest warrant for Pavel Durov claiming the platform facilitates terrorism. The Russian intelligence service FSB alleged that Telegram’s leadership failed to remove channels, chats, and bots used by Ukrainian intelligence agencies, terrorist and extremist organizations to prepare acts of sabotage, terrorism, mass murder, and cyber fraud in Russia.
