CHATTANOOGA — Carlos McGale Moore, 55, appeared in General Sessions Court on January 23, 2026, where charges of rape, aggravated assault, and aggravated sexual battery were bound over to the Grand Jury. Chattanooga Times Free Press employee Mark Jones identified Moore as the alleged perpetrator during the hearing.

Jones testified that he looked out a window across East 11th Street and saw a rape occurring. He said he watched as a man and woman went over to a loading dock, then saw the man start shoving the woman, then punch her. Jones said the man pushed the woman over the loading dock, pulled her lower clothing down, and began sexually assaulting her.

Jones said he called 911, then hurried down the stairs and over to the dock. He said he could hear the woman yelling, "Stop, Stop, Get off me." Jones said he yelled at the man and told him police were on the way. According to Jones, the man told him, "I don't care. The police won't do anything." Jones said finally the man and woman walked off in different directions.

Judge Lila Statom set Moore's total bond at $650,000. Statom noted that a second eyewitness had testified earlier in the case and that the entire incident was caught on video. The alleged victim, who is homeless, did not attend the hearing. Statom cited Moore's extensive criminal record, which dates back to 1995, when he received an eight-year sentence for aggravated sexual battery. She said Moore "has been commiting crimes in our community for tons and tons of years" and added that some of his crimes "were against our most vulnerable citizens."
