According to the index, Ecuador's freedom score decreased from 68.7 in 2022 to 61.7 in 2025. Ukraine's score dropped from 56.6 in 2021 to 52.4 in 2025. Georgia's score decreased from 75.3 in 2023 to 66.6 in 2025.

Tunisia's freedom score decreased from 68.3 in 2020 to 56.1 in 2025. In 2021, Kais Saied suspended and dissolved the Tunisian parliament. Conversely, the Dominican Republic's freedom score increased from 64.7 in 2019 to 70.2 in 2025. Luis Abinader assumed the presidency of the Dominican Republic in 2020. The Georgia Dream party declared victory in the 2024 Georgian parliamentary elections.

The report referenced polling data indicating public sentiment within the United States regarding international democracy promotion. It stated that 83 percent of Americans say the United States should stand up for human rights and democracy around the world. This view was shared by 87 percent of Democrats and 81 percent of Republicans. Among "Make America Great Again" Republicans, 84 percent expressed support for the United States standing up for human rights and democracy abroad. Additionally, 73 percent of Americans say a good reason to support funding democracy programs is that such efforts help mitigate threats like extremism and authoritarianism.

Regarding global economic trends, the report noted that global prosperity exhibited an average annual increase of 0.4 points between 1995 and 2012. From 2012 onward, this progress slowed to an average annual increase of 0.2 points per year.
