TEL AVIV — The Movement for Quality Government held a rally on Sunday night, July 5, 2026, in Tel Aviv, to protest the Israeli government's declaration that it would not comply with a High Court of Justice ruling regarding the Second Authority Council. The movement announced plans to petition the High Court under the Contempt of Court Ordinance.

The organization stated it would pursue sanctions against ministers involved in the government's declaration if they do not comply with the court, including fines or arrest. Michael Partem, a board member of the Movement for Quality Government, read a Hebrew translation of the 1776 US Declaration of Independence at the protest. Partem said, "We're implementing the same rights that were set by the revolutionaries of '76."

Dr. Eliad Shraga, Chairman of the Movement for Quality Government, and Michael Partam, Deputy Chairman of the Movement for Quality Government, spoke at the event. Partam said, "From day one, the independence of the legal system, judges and legal advisors, has been a source of embarrassment to the government, and it has been steadily striving to erode the independence of the only authority that is not under its supervision." He added, "It is clear that if the government succeeds in its plan, almost unlimited power will be concentrated in the executive branch. One of the ugliest things is the relentless effort to undermine trust in the courts and the legal system, all with the aim of reducing the ability of the legal system to balance the political system." Shraga said, "This government operates like a bunch of anarchists in suits. This is a government that behaves as if the law is a recommendation. Anarchists in suits, sitting around the cabinet table, cannot decide that the court binds the citizens but not them."

The Movement for Quality Government called on the attorney-general and "all gatekeepers" to push back against the government's move. The organization affirmed, "We will continue the legal and public fight until it is clear to everyone: in the State of Israel, no one is above the law, not even the government."
