ANDALUCÍA — The People's Party (PP) and Vox signed a coalition agreement on Thursday to govern the region of Andalucía. This agreement follows the PP losing its absolute majority in the May regional election in Andalucía.

In the May election, the PP's seat count in the Andalucía regional parliament decreased from 58 to 53. Vox, the other party in the new coalition, increased its seat count by one to finish with 15 seats. The Spanish Socialist Worker's party (PSOE) saw its representation drop from 30 to 28 seats, while the Adelante Andalucía party increased its seats from two to eight. The Por Andalucía coalition maintained its five seats in the 109-seat parliament.

The coalition agreement includes specific policy provisions. It guarantees "national priority in accessing public benefits" and states that Andalucía will not accept any more unaccompanied migrant children. The agreement also opposes "the imposition of ideological agendas when it comes to caring for the environment" and defends intensive livestock farming. Additionally, it includes provisions for protecting and preserving bullfighting.

The new Andalucían government plans to replace existing legislation concerning victims of the civil war and Franco dictatorship with a "harmony law." Juan Manuel Moreno Bonilla, Andalucía's president, hailed the pact as a "sensible, fair and legal legislative agreement" that would bring four years of stability. Manuel Gavira, Vox's leader in Andalucía, stated that the deal would ensure a government "that defends common sense and improves the lives of the people of Andalucía." Gavira will serve as a regional vice-president. Moreno Bonilla had previously stated during the campaign that Vox's "national priority" policy was "a sensationalistic but empty slogan." Alberto Núñez Feijóo, the national PP leader, paid tribute to Moreno Bonilla's "commitment, capacity for dialogue, and vocation of service." The PP has governed Andalucía for the past seven years.
