GAZA BORDER REGION — The Tekuma Administration released a report on July 2, 2026, detailing the rehabilitation of the Gaza border region. The report marks 1,000 days since the October 7, 2023 attacks.

According to the report, over 1,000 projects have been carried out in the region since the attacks. Two of the four communities that had not yet returned are expected to do so by the end of August 2026. Aviad Friedman, head of the Tekuma Directorate, said, "Already this month, we will enter another significant stage in the process, with the conditions now in place to allow the final communities to begin returning to their homes, a moment that reflects the resilience, determination, and commitment of residents to continue putting down roots here."

Members of Kibbutz Holit and Kibbutz Kfar Aza are set to return in the fall of 2026. Residents of Kibbutz Be'eri are expected to return in 2026, while residents of Kibbutz Nir Oz are expected to return in 2027.

The report states that 92% of residents across the Gaza border region have returned. Over 90% of Kibbutz Kissufim members returned to their community following their initial displacement. The total population of the region is 65,000, an increase from 62,000 before the October 7, 2023 attacks. An additional 5,000 newcomers have joined the region. Friedman added, "The region is in a process of growth, with hundreds of projects taking place simultaneously across the region and in all communities."

The Tekuma Administration operates with a total budget of approximately NIS 17 billion, with approximately two-thirds of this budget invested by the end of 2026. The allocated budget for 2026 is approximately NIS 2.8 billion. Overall, approximately NIS 3.18 billion has been invested in rehabilitation and return efforts. This includes NIS 1.465 billion specifically for physical reconstruction and NIS 1.713 billion for interim housing. The administration's mandate is set to conclude in 2028.
