The Steering Council for the Emergence of a Federal Democratic Union (SCEF) formally launched on March 30, 2026, as a coalition comprising ethnic armed groups and federal democratic entities in Myanmar. Following its launch, the National Unity Government issued a statement on the evening of March 30, 2026.

SCEF established a Military Strategic Cooperation and Command Committee composed of ten military leaders operating under one command, one policy, and one strategy. The organization's founding statement outlines six political objectives: ending military involvement in politics, placing all armed forces under elected civilian command, abrogating the 2008 constitution, drafting a new federal democratic constitution by consensus, establishing a federal democratic union, and instituting transitional justice.

SCEF produced a single coordinated set of inputs to the Association of Southeast Asian Nations (ASEAN). SCEF spokesperson Dr. Zaw Wai Soe stated that prior to this, "two or three" competing voices had undermined engagement with ASEAN. Within three weeks of its launch, SCEF dispatched delegations to Washington, Tokyo, and Istanbul.

Eight regional and ethnic bodies have formally signaled support for SCEF, including the Tanintharyi, Sagaing, and Magway federal unit governments. The Chin National Defense Force and the Karenni State Interim Executive Council have also signaled their support. Economist Sean Turnell described SCEF as "incredibly important and positive."

The Foundation for Defense of Democracies characterized SCEF as "potentially transformative" because it "grants operational military authority to the ethnic armed groups." The Special Advisory Council for Myanmar described SCEF as "the most significant formal alliance between legacy Ethnic Revolutionary Organizations and federal democratic and parliamentary entities since the February 2021 coup." The Three Brotherhood Alliance is not part of SCEF.
