Finland is aligning its innovation ecosystem with national security objectives by integrating with NATO's innovation network and increasing research and development (R&D) funding. This alignment is outlined in a Finnish government report on foreign and security policy published in June 2024.
Finnish innovators are engaging with NATO's innovation ecosystem through the NATO DIANA program, according to a podcast interview. Dual-use technologies are contributing to the convergence of economic and security priorities within the country. The European Union Regulation 2021/821, dated May 20, 2021, states that dual-use items are "items, including software and technology, which can be used for both civil and military purposes."
The June 2024 government report indicated that technological capability, economic competitiveness, and social and ecological resilience are essential for safeguarding Finland's security. Prime Minister Petteri Orpo's government program, established in 2023, positions R&D as a driver for productivity and economic renewal. The Act on Research and Development Funding 2024–2030 created a multiannual funding framework, aiming to raise total R&D expenditure to 4 percent of the gross domestic product (GDP).
Finland implemented the Finnish Artificial Intelligence 4.0 Programme in December 2022 to connect public administration, academia, and the private sector. The country's digital innovation ecosystems are characterized by strong research capabilities and a network of start-ups, deep-tech firms, universities, and public innovation actors. An Organisation for Economic Co-operation and Development (OECD) report in June 2025 stated that Finland's digital innovation scheme's advantage lies in its structure, continuity, coordination, and institutional trust.
Finland has held the top ranking for several years in the European Commission's Digital Decade reports. Reports from the European Commission in June 2025 identified Finland's strengths as digitally agile enterprises, skilled citizens, and a strong semiconductor industry. Finland has developed advanced connectivity, including fifth-generation (5G) and sixth-generation (6G) networks, and excels in critical and emerging technologies such as artificial intelligence (AI), semiconductor technologies, high-performance computing, quantum technologies, space technologies, and cybersecurity. The country also hosts the Large Unified Modern Infrastructure (LUMI) supercomputer, which is one of the ten fastest supercomputers globally. Finland's Digital Compass, established in February 2022, frames digitalization through a whole-of-society approach that includes skills, public services, enterprises, and infrastructure development.
