Donald Trump purchased between $1 million and $5 million worth of Axon Enterprise stock on February 10, 2025, according to federal disclosures made public in May 2025. Two weeks later, Immigration and Customs Enforcement (ICE) posted a notice seeking approximately 17,800 new Tasers, along with unlimited cartridges and training, representing an estimated contract value of $220 million over five years.

Axon Enterprise manufactures Tasers, body cameras, and policing software. The ICE notice did not explicitly name Axon but detailed specifications for "conductive-energy weapons" that procurement reviewers and three policing experts stated appeared to match only Axon products. These experts said the specifications effectively limited other potential bidders.

The White House stated that Trump's assets are held in a trust managed by his children and that independent third-party firms manage his investments. White House spokesperson Anna Kelly said, "There are no conflicts of interest," and described the scrutiny as a "tired narrative" pushed by Democrats. Federal law exempts presidents from the criminal conflict-of-interest statute applicable to most executive branch officials.

There is no evidence indicating that Trump was involved in or aware of the ICE procurement process, nor is there evidence that contracting officials knew of his stock purchase. Additionally, no indication suggests Axon was aware of his shareholder status. Trump's stock purchase became public when his financial disclosure was released on May 14, 2025.

The proposed ICE purchase would replace about 4,300 existing devices and increase the agency's current Taser inventory by more than four times, according to the February 2025 ICE notice. The notice specified an upgrade to the "T10," Axon's "TASER 10" model, to replace the agency's older "X26P/X2 Tasers," also manufactured by Axon. The document listed features such as a 45-foot range and 10 individually targeted probes, characteristics associated with the "TASER 10." Axon already provides Tasers to the federal government, and investment firm Brown Advisory states that Axon produces approximately 90% of Tasers in the U.S.

Deborah Fleischaker, a senior advisor for immigration policy and strategy at UnidosUS and former acting chief of staff at ICE during the Biden administration, said, "The agency has a responsibility to make sure they have appropriate modern tools and training, but it is vital that new purchases are made for the right reasons." She added that the timing of the stock purchase and the ICE notice "raises red flags," though she cautioned that it is not possible to determine if any improper activity occurred based solely on the public record.

Jordan Libowitz, vice president of communications at Citizens for Responsibility and Ethics in Washington, said, "The concern is that [Trump] bought into a company whose business could grow if his own administration expands immigration enforcement." Axon Enterprise shares increased by more than 22% in the month following Trump's purchase, before some of those gains were reduced. As of June 26, 2025, the stock was up about 7% from his purchase date.
