London Mayor Sadiq Khan plans to use new powers to override Westminster Council's opposition and permit al fresco dining in Soho, beginning in 2027. This decision will allow restaurants in Soho to place chairs outside during warmer months.

Westminster Council had opposed expanding outdoor dining in Soho for the summer and did not apply to a London-wide scheme for seasonal pedestrianisation. A source close to Khan indicated that new governmental powers would enable the mayor to overrule the council for the summer of 2027. "Opening up our streets to al fresco dining and other events should be at the heart of supporting our brilliant hospitality venues over the summer and autumn," the source said. "Yet the attitude of too many influential people around Soho is that bringing more fun and socialising to our streets is something to be thwarted and blocked." The source added, "With new licensing powers coming to the mayor this year, we hope things will be done differently – supporting our amazing venues that want to expand and offer even more for their customers." Khan stated that he would overrule decisions made by Westminster Council if it unfairly blocked venues from opening.

Soho previously had an al fresco dining scheme during the Covid-19 pandemic, which included temporary permits and road closures. Westminster Council later ended this scheme. During its operation, the Soho Society complained about noise resulting from people drinking and dining outside.

The mayor made an announcement on Monday that 13 London boroughs collectively received nearly £500,000 to support outdoor dining, various events, and extended opening hours. "I'm delighted that we're working with boroughs and local businesses to bring al fresco dining, live music, events and later opening hours to streets across our capital," Khan said. "By making it easier to extend opening hours and expand what's on offer, I'm determined to support our hospitality and nightlife, as we build a better London for everyone."

The new powers granted to the mayor enable him to establish a new London-wide strategic licensing policy. Additionally, these powers allow Khan to make formal representations on licensing decisions, and he must be consulted when boroughs revise their licensing policies. The mayor can also call in strategically important decisions.
