FORT BEND COUNTY — Lamar Consolidated ISD reinstated police chief Henry Garcia in early June following an investigation. Maria Molina, a lieutenant, was also reinstated after appeals. Garcia will not renew his contract, which is set to expire on June 30.

A letter from Lamar Consolidated ISD stated that Garcia's prior disciplinary action had been withdrawn, and his employment was considered "in good standing." Both Garcia and Molina were placed on administrative leave in February while the district investigated allegations involving the two officers. Larry McDougal Jr., an attorney for Garcia, said, "When these allegations came about and the public scrutiny that came towards him, it was best for him and his family to move on."

Attorneys for both officers contended the district failed to follow its own procedures before terminating their clients. Matthew Banister, an attorney for Molina, said the accusations against his client centered on alleged inappropriate conduct. Banister said, "It was not sexual in nature. I know that was the implication, and it gives the wrong impression." He added, "She was innocent the entire time, and it just took us going through the process." Maria Molina does not plan to return to work for Lamar Consolidated ISD.

Lamar Consolidated ISD argued to the Texas Attorney General that the case involved potentially "highly intimate or embarrassing facts" not considered matters of public concern. Robert Leonard, executive director of the Combined Law Enforcement Associations of Texas, noted the importance of due process for police officers, as disciplinary records can impact future employment. Leonard said, "There is a permanent record that this matter occurred, and that record is uploaded to TCOLE when the officer changes departments."

Garcia hired Molina after they had both previously worked at the Stafford Police Department. Molina was promoted to lieutenant in August 2025. Both officers are seeking employment with other law enforcement agencies. The Lamar Consolidated ISD website included a job posting for police chief that was first published on May 21.
