U.S. — Oracle joined a group that assumed control of TikTok's U.S. operations in 2025. President Donald Trump signed an executive order authorizing Oracle's involvement in the deal.
In September 2025, President Trump stated that Oracle and Larry Ellison would "play a very big role in terms of security, safety, and everything else" for TikTok. Federal disclosure documents from the U.S. Office of Government Ethics indicate that Donald Trump's investment accounts traded Oracle shares in early 2025.
On January 21, 2025, Oracle was named an anchor partner in the Stargate initiative, a $500 billion plan to establish AI data centers across the U.S. President Trump unveiled the initiative at the White House on the same day, accompanied by Larry Ellison, Sam Altman, and Masayoshi Son.
Larry Ellison contributed approximately $45 million to a non-profit organization supporting Donald Trump's 2024 presidential campaign. This donation was not subject to federal disclosure regulations. Ellison has since provided additional millions to groups supporting President Trump following the 2024 election.
Oracle reported $455 billion in remaining performance obligations in September 2025, representing a 359% increase year over year. Oracle is also a corporate sponsor for Freedom 250.
White House Spokesman Kush Desai stated that Donald Trump is committed to collaborating with all American businesses and business leaders. Oracle's involvement in TikTok's U.S. operations and the Stargate AI initiative aligns the company with a government-backed technology agenda. The financial contributions by Larry Ellison to groups supporting Donald Trump's political campaigns, alongside the President's investment activities in Oracle shares, mark a relationship between a major technology company, its leader, and the executive branch of the U.S. government. Oracle's reported increase in remaining performance obligations indicates growth in its business commitments during this period.
