HARRIS COUNTY — Tannis Harrington, 20, and Drake Fernandez, 17, were arrested in Harris County, Texas, and charged with felony child endangerment. The arrests took place at an apartment complex located along Kuykendahl Road near FM 1960 in northwest Harris County.

According to court records, Harrington and Fernandez allegedly placed a child under the age of 15 in danger while in their care. Court records allege the child was exposed to feces, urine, rotten food, insects, and gasoline within the apartment. Investigators also allege these substances were being inhaled by the child.

The child reportedly suffered insect bites and did not receive adequate hygiene, according to court documents. Investigators accuse Harrington and Fernandez of consuming marijuana and alcohol while they were caring for the child. Court records do not specify the relationship between Harrington and Fernandez, nor do they identify the child's relationship to either suspect.

The child underwent decontamination procedures twice before receiving medical treatment at a hospital.
