NEW YORK CITY — A driver allegedly high on PCP and marijuana struck and killed a 28-year-old bicycle deliveryman near 125th Street and Adam Clayton Powell Boulevard in Harlem around 8 p.m. on a Thursday. Kevin Crosby was charged with manslaughter and driving while high following the incident that killed Darly Zacarias.

Crosby told prosecutors he had ingested PCP and marijuana before driving on the day of the crash. He struck Zacarias and a 33-year-old bicyclist with his red Hyundai Tucson. The victims were dragged down Adam Clayton Powell Boulevard as sparks flew from under the vehicle. Pedestrians scrambled to get out of the way before the vehicle barreled into a parked NYPD cruiser.

The 33-year-old bicyclist was hospitalized at Harlem Hospital in serious condition. Crosby was sent to Rikers Island jail following his arrest.

Crosby had 19 prior arrests on his record. One of his prior arrests was for aggravated vehicle assault in June 2020, in which he allegedly struck three pedestrians and hit multiple vehicles on Jerome Avenue and West Fordham Road in the Bronx. In the June 2020 case, the Bronx District Attorney's office lowered the assault charge and prosecuted Crosby on reckless driving and reckless endangerment. Crosby pleaded guilty to reckless driving and reckless endangerment in that case and received probation.

Zacarias was the father of a 10-year-old boy who turned 10 on the day his father was killed. The child did not know his father had died and kept calling him, believing he was not picking up the phone.

"That's what keeps playing in my mind, and the moment I identified his body in the morgue. I touched his face. I recognized him because of the tattoos on his arms," said Marisel Zacarias.

Zacarias came to the United States nearly 20 years ago with his mother, who died when he was 10 years old. His 75-year-old grandmother, Gisela Zacarias, raised him and his brother and sister. After his death, his grandmother was unable to speak because she was crying continuously.

Zacarias worked to support his family in the Dominican Republic, especially his father, who has a medical condition. His aunt and grandmother had asked him to find a different job because they believed his delivery work was dangerous.
