BANGOR, MAINE — U.S. Customs and Border Protection's Office of Professional Responsibility relocated from Bangor International Airport to an unmarked office behind a driving school on Farm Road in Bangor, Maine. The federal government began a 10-year lease of the Farm Road space in May 2025 at a cost of $244,701 per year, according to the U.S. General Services Administration database.

The relocation involved a $2.7 million construction project. Construction plans submitted in 2024 show the space was designed with ballistic-rated doors and walls, a room labeled "detainee" and a room labeled "interview" equipped with a handcuff bar and a one-way glass observation window. The construction plans also include rooms for weapons storage, weapons cleaning, secure equipment, secure evidence, secure files, a "grand jury" room and a "lactation" room.

The building on Farm Road that houses the Office of Professional Responsibility is owned by Dana White through Farm Road LLC. Nevada business records show that Farm Road LLC is owned by White, a Maine real estate investor. A permit application described the facility as the "Bangor OPR office" without specifying the agency.

There are no signs naming the Office of Professional Responsibility at either apparent entrance, and security cameras monitor the entrances. A sign near one entrance warns that trespassers can be prosecuted under the Uniform Code of Military Justice.

The building complex on Farm Road also contains Beal University, Beal Driving Academy and Fields4Kids. A man entering the Farm Road building told a reporter the facility was "a government office" and provided contact information for a public affairs officer with the Office of Professional Responsibility.

An employee at the Bangor International Airport confirmed the Office of Professional Responsibility had recently left the airport and did not know its new location. Public affairs officers with U.S. Customs and Border Protection declined to provide further details on the new office location.

A 2024 Customs and Border Protection report listed 26 Office of Professional Responsibility field offices around the country, with the Bangor office as the only one in Maine. The Office of Professional Responsibility is headquartered in Washington, D.C.

Daniel Altman, a former high-ranking official with U.S. Customs and Border Protection, said it is common for the Office of Professional Responsibility to maintain a low profile and to be located away from regular Customs and Border Protection facilities to maintain independence.

The Office of Professional Responsibility conducts employee background checks and investigates allegations of crimes or misconduct by U.S. Customs and Border Protection employees, including providing aid to smuggling efforts by foreign governments and criminal organizations. The office also investigates deaths of people in U.S. Customs and Border Protection custody.
