SAN ANGELO — Angelo State University has been named an Enhanced Air Traffic Collegiate Training Initiative (AT-CTI) institution by the Federal Aviation Administration in 2024. The university was also approved to join the FAA’s Control Tower Operator Partnership Program.

Angelo State is the only institution in Texas with the Enhanced AT-CTI designation and one of 12 schools nationwide to receive it. It is also the only program in Texas approved for the Control Tower Operator Partnership Program and one of seven institutions nationally in that program.

Students who earn a bachelor’s degree in commercial aviation through the Air Traffic Operations track may be eligible to bypass the FAA Academy and begin training directly at FAA air traffic control facilities, depending on federal hiring requirements. Graduates may also qualify for on-the-job training at federal contract towers, including San Angelo Regional Airport–Mathis Field.

To meet FAA standards, Angelo State expanded its curriculum, added new simulation technology, and built a specialized training lab. Students began using the simulators in January, and the FAA conducted a site evaluation at the university in April.

“We’re extremely excited about the future of our air traffic program and the multiple opportunities available for our students.” said lead instructor Mark Arzate. He added that the program now offers multiple entry pathways into the profession, providing qualifying students with potential hiring opportunities at FAA-operated or contract towers.

“I am proud to call San Angelo home and thrilled that Angelo State University is the first school in Texas selected for the FAA’s Enhanced Air Traffic – Collegiate Training Initiative.” said Congressman August Pfluger. He said the designation could help address a national shortage of air traffic controllers while creating new career pathways in West Texas.

University leaders say the program’s growth reflects continued investment in hands-on learning through ASU’s capital campaign ahead of its centennial in 2028. Angelo State launched its Air Traffic Operations degree track less than a year before earning the Enhanced AT-CTI designation.
