Clayton County Sheriff Levon Allen ordered a new investigation in 2024 after video from the Clayton County Jail appeared to show detention officer Raymond Winn tossing an inmate to the ground. The incident occurred in July 2024, and Winn, who was a correctional officer at the time, has since become a deputy and will be suspended pending the outcome of the investigation.

Allen said an internal affairs investigation was initially conducted, but after reviewing a social media post about the incident, he determined it was insufficient. “The initial investigation suggested the inmate was in a place he was not supposed to be and resisted commands to return to the appropriate area,” he said.

Raymond Winn told Mark Winne by phone that what Allen said sums up what happened, but he cannot comment further because of the investigation. Winn also said he has nothing to hide.

Clayton County District Attorney Tasha Mosley said she saw the video and that it disturbed her. She sent the video to U.S. Attorney Theodore Hertzberg, spoke with him about what she observed, and has since been working with Hertzberg and the FBI on the investigation.

Mosley said that after viewing the video on a Wednesday, investigators were able to identify the alleged victim and speak to him about what occurred in July 2024. A spokesperson said Hertzberg reviewed the video on social media, discussed it with Mosley, and referred the matter to the FBI for further investigation.

The new investigation follows growing public attention to the July incident after the video circulated online. Allen said in a podcast interview that the renewed review aims to ensure all facts are fully examined.
