TAMPA — The Tampa Police Department concluded an internal investigation that found officers Nevin Morales and Ryan Fagan violated department policies by engaging in sexual activity with an emergency communications officer while on duty, leading to their resignations in early 2026. The investigation began after a complaint was filed with the department’s Professional Standards Bureau alleging that three officers had such encounters with the same employee.

The probe determined that Morales and Fagan broke multiple department rules. Both officers were placed on leave during the investigation. Morales resigned in March 2026, and Fagan resigned the previous month. Their law enforcement certifications were forwarded to the Florida Department of Law Enforcement for review in April 2026.

The emergency communications officer admitted to meeting Morales for sexual activity on July 22, 2025, in an SUV. A supervisor reported seeing the employee enter Morales’s vehicle. Investigators also uncovered a message allegedly sent by Morales that read, “Best place to do it now I have more room in this new car.” Morales denied the allegations during his interview with investigators, stating he did not remember sending the message and that it could have been taken out of context.

Ryan Fagan admitted during his interview with investigators to “having close personal contact” with the emergency communications officer but did not view it as sexual. Investigators cited sexual messages exchanged between Fagan and the employee as evidence of sexual activity. Fagan is also accused of leaving a special assignment unstaffed, despite it being only two miles from where the employee was working. He placed his body camera in sleep mode during the incident in question.

A third officer accused of meeting the same emergency communications officer for sex was cleared by the investigation and remains employed. Brandon Barclay, president of the Tampa Police Benevolent Association, said, “The whole case was weird. I think a lot of it was just poor judgment.”
