SAN ANTONIO — More than 100,000 registered voters in Bexar County did not receive their voter registration cards ahead of the 2026 Texas Primary runoffs due to a formatting issue in the state’s new Texas Elections Administration Management System (TEAMS). The problem arose during the transition to TEAMS and coincided with redistricting changes, affecting approximately 130,000 registered voters.

Bexar County Elections Administrator Michele Carew stated that there was no indication the state would resolve the issue before the runoff elections. She emphasized that not having a voter registration card does not mean a person is unregistered. “Something the voters need to realize is if they don’t have their voter registration card, it doesn’t mean they’re not registered to vote,” Carew said.

The formatting flaw in TEAMS causes voter registration cards to be cut off for individuals with long or hyphenated last names or those residing on streets with lengthy names. Despite the error, Carew assured voters they could still cast ballots. She recommended that voters review their ballots, confirm their polling location, and noted that anyone in line by 7 p.m. on election day would be allowed to vote.

The Texas Primary runoffs will decide the Republican nominee for U.S. Senate and the Democratic nominee for Bexar County district attorney. Polls will be open from 7 a.m. to 7 p.m.
