HARRISBURG, PA. — Janelle Stelson won the Democratic primary in Pennsylvania's 10th Congressional District, setting up a November general election against Republican Representative Scott Perry. Stelson defeated Dauphin County Commissioner Justin Douglas to claim the nomination.

Stelson, a former local television anchor and personality, lost to Perry in the 2024 general election by about 5,000 votes, a margin of approximately one percentage point. The district covers Harrisburg, York and the surrounding areas.

In the primary race, Stelson was backed by Governor Josh Shapiro and the Democratic Congressional Campaign Committee. The committee and Shapiro endorsed the same candidate in each of the three contested swing district primaries held Tuesday. Suzan DelBene is the chair of the Democratic Congressional Campaign Committee.

The Cook Political Report has rated Pennsylvania's 10th Congressional District a toss up. It is one of three congressional districts in the state rated a toss up by the report, all of which are held by Republicans. Republicans currently hold a majority in the U.S. House of Representatives.

Three of Pennsylvania's four swing congressional districts had contested Democratic primaries Tuesday and are held by Representatives Brian Fitzpatrick, Ryan Mackenzie and Perry. In the 2024 general election, Perry and Mackenzie had among the slimmest margins of victory in their House races.

Perry was first elected to Congress in 2013 from Pennsylvania's 4th Congressional District and has served in the U.S. House of Representatives since then. He served as chairman of the House Freedom Caucus. Court-ordered redistricting in 2018 made his district more competitive. That same year, Pennsylvania Democrats flipped four Republican-held congressional seats in the midterm elections.
