THE WOODLANDS — Harris County Precinct 4 deputies arrested 65-year-old Brian Blaine in the parking lot of a local elementary school in north Harris County on Friday evening after he arrived for a meeting he had agreed to with a 13-year-old girl. Blaine, of The Woodlands, is charged with online solicitation of a minor and is being held on a $200,000 bond.

Investigators say Blaine tried to arrange sex with the girl after messaging her online. The case began on Friday when a parent reported that her daughter had been receiving explicit messages from him. Investigators launched an undercover operation by taking over the girl's phone and continuing communication with Blaine.

"Our undercover units took over her phone and began having a verbal dialogue with this individual where he agreed to have sex with her and basically was in the process of grooming this 13-year-old child," Harris County Precinct 4 Constable Mark Hermann said. Hermann said the charges carry a lengthy potential sentence. "He could be facing a long time in jail, up to 99 years," he said.

Investigators say the girl first encountered Blaine days earlier while walking with friends in the Grogan Mill Villages subdivision in Montgomery County. He was known in that neighborhood as the "Candyman" because he gave candy to children, and children often hung out at his house.

Authorities are working with Montgomery County Precinct 3 to determine whether there may be additional victims. Investigators say there is no confirmed evidence of other victims at this time, and the investigation remains ongoing.
