MANILA — The Philippine House of Representatives voted 255-26 with nine abstentions on Monday to impeach Vice President Sara Duterte over alleged unexplained wealth, misuse of state funds and threats to have the president assassinated. The two impeachment complaints now move to the Senate, which will convene as a tribunal for her trial.

The House is seeking Duterte's removal from office and her perpetual disqualification from any government post. The charges include two violations of the constitution, betrayal of public trust for misuse of confidential government funds, failure to disclose her wealth, bribery and death threats against President Ferdinand Marcos Jr., his wife Liza Araneta and former House Speaker Martin Romualdez.

The complaint includes allegations of private bank transactions flagged by the anti-money laundering agency totaling more than $110 million. House member Terry Ridon said: "The scale of these transactions cannot be reasonably explained by lawful income, declared assets, or the businesses and professional activities attributed to the couple."

Before Monday's plenary vote, members of the House Committee on Justice voted unanimously, 53-0, to find probable cause to impeach Duterte and endorse the complaint for debate. The vote threshold required to send the impeachment to the Senate had been reached as of May 7, according to a member of the House from Mindanao. Impeachment requires a third of the votes from the House for approval, while a two-thirds majority in the Senate is required to convict Duterte and remove her from office.

Duterte has generally denied any wrongdoing without answering the criminal allegations against her in detail. "Based on our discussion earlier with [former] President Duterte, everything that happens in a person's life is written by God. So, if I am impeached, that is written by God," she said.

The House is dominated by allies of Marcos. Duterte and Marcos ran as a team in the 2022 election, but their political alliance later unraveled. She has declared her intention to run in the 2028 presidential race.

A previous impeachment motion against Duterte was passed earlier in 2025, receiving 215 votes in a House of 313 members. That impeachment was later voided by the Supreme Court over technical questions, and she was not tried.
