The Ethiopian government has intensified its campaign for quicker electric vehicle adoption, deploying ultra-fast charging hubs in the capital, Addis Ababa, and advancing plans for dozens of domestic assembly plants. Ethiopia banned new imports of gas and diesel-powered vehicles in 2024, and more than 115,000 electric vehicles are now on the country's roads, accounting for about 8% of the national vehicle fleet.

In 2025, Ethiopia accounted for one-third of Africa's electric vehicle imports from China, according to data from China's Commerce Ministry. The continent imported 44,358 electric vehicles from China that year, up from 19,386 in 2024, with shipments valued at over $200 million. Other major markets included South Africa, Egypt, Morocco and Nigeria.

Ethiopia spends about $4.2 billion on fuel imports annually and up to $128 million monthly on fuel subsidies. Shipments of fuel to Ethiopia fell short by more than 180,000 metric tons due to Iran's effective closure of the Strait of Hormuz, which carried about one-fifth of oil exports from the Gulf region before the Iran war.

More than 90% of Ethiopia's electricity generation comes from renewable sources, mainly hydroelectric and solar power. The Grand Ethiopian Renaissance Dam, Africa's largest hydroelectric project, is expected to double Ethiopia's power generation and has fueled a decade-long dispute over water supplies with Egypt and Sudan.

Hiten Parmar, executive director of The Electric Mission, said the renewable energy base supports the shift to electric transport. Parmar said that scale of generation creates a foundation for electrified transport and allows EVs to be powered by locally produced clean energy rather than costly imports. He added that by gradually adopting EVs, intensive fuel import expenditure can be reduced and redirected into other critical development needs. "From a general perspective, it is sustainable," Parmar said.

Seventeen electric vehicle assembly plants are in the pipeline in Ethiopia, with plans to increase that number to 60 by 2030, according to official data. The country is considering lessons from China and Norway on policy support, infrastructure investment and consumer incentives. Egypt, South Africa and Morocco are pursuing similar transitions through policy incentives, manufacturing capacity and clean energy development.

Bob Wesonga, policy and investments lead at the Africa E-Mobility Alliance, said the growing EV fleet is beginning to ease pressure on fuel demand. Wesonga said that represents over 100,000 vehicle owners who are no longer directly exposed to pump price shocks, and that in the medium to long term this creates a buffer against global oil volatility. He noted a private EV owner now spends roughly $4 a month on charging compared to about $27 previously spent on fuel, and that for public transport operators the difference is even more striking.

Frequent blackouts and delays in connecting high-capacity charging stations have slowed construction of charging infrastructure. Wesonga said the biggest hurdle is last-mile power distribution, and that while Ethiopia has a surplus of generation, getting that power reliably to where it is needed — especially outside Addis Ababa — remains a challenge. He said charging infrastructure is still heavily concentrated in the capital and along a few corridors, which limits e-mobility to specific areas and creates a bottleneck as adoption grows.

Operating costs for electric vehicles are lower than those for gasoline or diesel vehicles, though purchase prices remain high relative to average incomes. Parmar said a national fleet transition is always gradual and that existing combustion vehicles will remain in use for some time, with the transition needing to account for livelihoods tied to that system. "The technology is already mature, the challenge is building it out fast enough," he said.

Wesonga said the shift extends beyond transport. "This is not just about transport," he said. "It's about reshaping how the country uses energy, and who benefits from that shift."
