The Trump administration unveiled a new national counter-terrorism strategy on Wednesday that accused Europe of being an "incubator" for terrorism fueled by mass migration and placed drug cartels in the Americas at the center of U.S. counter-terrorism efforts. The 16-page document was led by Sebastian Gorka, the White House counterterrorism coordinator.

The strategy stated that European nations remained the U.S.'s "preeminent and long-term counterterrorism partners." "The world is safer when Europe is strong, but Europe is greatly threatened and is both a terror target and an incubator of terror threats," the document said.

The strategy tied the assessment to migration policy. "It is clear to all that well-organised hostile groups exploit open borders and related globalist ideals. The more these alien cultures grow, and the longer current European policies persist, the more terrorism is guaranteed," it said. It added: "As the birthplace of Western culture and values, Europe must act now and halt its willful decline." A companion national security strategy said Europe faced "civilizational erasure" due to immigration.

The document also targeted what it called "violent Left-Wing Extremists, including Anarchists and Anti-Fascists." It said U.S. counter-terrorism efforts will "prioritize the rapid identification and neutralization of violent secular political groups whose ideology is anti-American, radically pro-transgender, and anarchist."

Shortly after his inauguration, Donald Trump signed an executive order stating that there are only two genders.

The strategy also focused on drug cartels operating in the Americas. Trump has sought to press regional leaders to work more closely with the U.S. to target drug cartels and transnational gangs that he says pose an "unacceptable threat" to hemispheric national security.

Gorka said administration officials would meet with allies to discuss how they can bolster their counter-terrorism strategies, and that the U.S. expects "more" from its partners. "As the president made very clear, we will measure your seriousness as a partner and ally by how much you bring to the table," he said.
