PERM REGION — Ukraine struck a Transneft-owned oil pumping station near the city of Perm in Russia's Ural Mountains, igniting a fire at a facility located more than 1,500 kilometers from Ukrainian territory. The Security Service of Ukraine said the strike was part of efforts to target Russia's energy infrastructure, and claimed most oil storage tanks at the site were ablaze.

A drone hit an industrial facility in the Perm region, starting the fire, according to Perm Governor Dmitry Makhonin. Video posted by Ukrainian President Volodymyr Zelenskyy on Telegram showed a plume of black smoke rising into the sky near a built-up area in the countryside.

Zelenskyy said Ukraine was expanding the range of its long-distance strikes to limit Russia's ability to wage war by denying it crucial oil revenue. "The straight-line distance is more than 1,500 kilometers. We will continue to increase these ranges," he said.

Ukraine's Defense Ministry says its forces have more than doubled the range of their deep-strike capabilities since Russia's full-scale invasion in February 2022. Russia's Ust-Luga oil and gas export terminal on the Baltic Sea, more than 800 kilometers from Ukraine, was hit three times in late March.

Ukrainian drones have hit the oil refinery and export terminal in the Black Sea town of Tuapse on four occasions in just over two weeks, prompting the evacuation of local people. Residents of the resort town were warned not to leave their homes or open windows as authorities tackled the fires, and schools have been closed since Tuesday. Oil washed onto the town's beaches, while dark drops of rain and oil soot landed on homes and plumes of thick acrid smoke billowed above rooftops.

The blaze at the Tuapse oil refinery was extinguished Thursday, the local governor said. Another drone attack hit the sea terminal in Tuapse on Friday, starting a fire. The Russian Defense Ministry said overnight it intercepted 98 Ukrainian drones over Russian regions and Crimea, which Russia illegally annexed in 2014.

Chris Weafer, CEO of Macro-Advisory Ltd., said that hitting an oil tank that is not full ignites vapors and looks spectacular but only delays deliveries by a couple of days. The Ust-Luga terminal strikes in late March and the repeated attacks on Tuapse illustrate the pattern of long-range strikes that Ukraine's Defense Ministry says has more than doubled in reach since Russia launched its full-scale invasion in February 2022.

Zelenskyy said Ukraine is producing a surplus of up to 50% in some types of weapons, and that military cooperation with partners in the Middle East, the Gulf, Europe and the Caucasus is already underway. He said the deals involve the production and supply of drones and missiles as well as software and technology, and that Kyiv has handed a proposal to the United States for cooperation on drones, defense systems and other weapons for use in the air, on land and at sea.
