WINCHESTER — Philip Young pleaded guilty on Friday at Winchester Crown Court to charges of making indecent images of children, possessing a prohibited image of a child and possessing extreme pornographic images. Young appeared via video link from HMP Winchester, changing his earlier not guilty pleas to those offences.

In January, Young had denied three charges of making indecent images of children, one count of possessing a prohibited image of a child in July 2024, and four charges of possessing an extreme pornographic image between January 2019 and January 2024. Also at the January hearing, Young pleaded guilty to 11 counts of rape of his former wife, Joanne Young, and 11 counts of administering a substance with intent to stupefy her. Joanne Young, 48, waived her right to anonymity.

Young had previously admitted 14 counts of voyeurism, including one count covering at least 200 acts of voyeurism. He also admitted seven counts of assault by penetration and four counts of sexual assault.

Young further admitted one count of publishing obscene articles on at least 500 occasions. All of the offences to which he admitted or pleaded guilty took place between 2010 and 2024.

Young was born in Enfield, north London, in June 1976 and later lived in the area. He graduated from the University of Westminster in 1998.

Young served as a Conservative councillor on Swindon Borough Council from 2007 to 2010. He resigned as the cabinet member for culture, regeneration and economic development on 6 May 2010 to devote more time to his family and run his own business. A sentencing date has not been announced.
