RALEIGH, N.C. — Angelina Han Hicks, an 18-year-old from Lexington, North Carolina, was charged with two counts of felony conspiracy for allegedly participating in a plot to attack members of a Houston synagogue by driving through a congregation, according to court documents. She is being held in the Davidson County jail under a $10 million bond.

Warrants lay out two felony counts charging Hicks with conspiring to commit murder and assault at Congregation Beth Israel in Houston on April 21, 2028. She reportedly made threats against the synagogue and its Shlenker School on April 22, 2026. A potential motive for the planned violence was not immediately disclosed in the North Carolina court documents.

The two men identified in the warrants were listed only by their first names, with their last names recorded as unknown. Alan Martin, the county's senior assistant district attorney, said he did not know whether the two men were in custody. He also said he had no idea why Congregation Beth Israel would have been targeted.

District Court Judge Carlton Terry wrote that the two other suspects had not been arrested and that allowing a co-conspirator a chance to communicate with either of those individuals or those who could relay a message puts lives at risk.

Chad Freeman, Hicks' court-appointed attorney, said the case was in its early stages and that Hicks' youth could be a factor in her defense. "I anticipate getting numerous experts involved in the case to look at both investigatory and possible forensic matters," Freeman said. Her next scheduled hearing is May 13, 2026.

Congregation Beth Israel, the oldest Jewish house of worship in Texas, founded in the 1850s, operates a school that goes up to fifth grade. The synagogue closed on Wednesday after the Houston Police Department communicated potential threats to its leadership. Early Tuesday there was concern that there could be an imminent event targeting the synagogue.

Other Jewish institutions remained open on Wednesday, and local authorities patrolled the area. No incidents were reported as of Thursday morning. The investigation is continuing. Lexington is about 90 miles west of Raleigh.
