WASHINGTON, D.C. — The Trump administration had initiated or completed 283 of the 532 recommended domestic actions in Project 2025 as of February 2026, representing 53 percent of the policy playbook's domestic agenda, according to analysis from the Center for Progressive Reform. Project 2025 is a policy document produced by the Heritage Foundation that suggested large-scale changes a Republican president should enact.

Several of the playbook's contributors hold senior roles in the administration. Russ Vought, a central figure in drafting Project 2025, serves as director of the Office of Management and Budget. Peter Navarro, who wrote a section on trade, is one of the president's top trade advisers. Brendan Carr, who wrote the section about changes to the Federal Communications Commission, has taken actions against television channels in his role overseeing the agency. Tom Homan is also listed as a contributor to the document.

Reproductive health policy has reflected the playbook's recommendations. Analysis from the Center for Reproductive Rights found that 85 percent of Trump administration reproductive health actions have stemmed from Project 2025 recommendations. Congress passed a budget bill last summer that prohibited Planned Parenthood from receiving Medicaid funds.

The administration has also acted on recommendations related to gender-affirming care. Project 2025 directed the National Institutes of Health to fund studies on the negative effects of gender-affirming care. An executive order directed the Department of Health and Human Services to publish a review of the existing literature on best practices for promoting the health of children who assert gender dysphoria, rapid-onset gender dysphoria, or other identity-based confusion.

The 532 domestic recommendations in Project 2025 cover a broad range of policy areas. The Center for Progressive Reform's analysis found that 283 of those actions had been initiated or completed by February 2026. The Heritage Foundation released the document as a blueprint for a Republican administration ahead of the 2024 presidential election.
