U.S. STATES — The Indiana state Senate rejected a proposed congressional redistricting map in a 31-19 vote on December 11, 2023, despite Republicans holding a 40-10 majority in the chamber.

Indiana state police said they had received numerous bomb threats and swatting hoaxes directed at state senators ahead of the December 11 vote. The threats preceded the Senate session in which lawmakers voted down the proposed map.

Indiana was among several states that pursued mid-decade redistricting efforts in 2023 to alter the makeup of their congressional delegations. Congressional maps are normally redrawn every 10 years after the U.S. Census reveals population shifts, making redistricting outside that cycle an unusual step.

Republicans hold a narrow majority in the U.S. House of Representatives. Midterm elections often result in losses for the party that controls the White House, a pattern that has factored into redistricting strategies at the state level.
