WASHINGTON, D.C. — The U.S. House of Representatives returned to session on April 14, 2026, following its recess, as two lawmakers from opposite parties prepared to file their resignations from Congress over separate scandals. The House held a brief procedural session before resuming regular business on Tuesday.

California Democratic Rep. Eric Swalwell said on April 13, 2026, that he would resign from Congress following multiple allegations of sexual assault and misconduct. The allegations had also ended Swalwell's bid for governor of California.

"I am deeply sorry to my family, staff, and constituents for mistakes in judgment I've made in my past." Swalwell said. "I will fight the serious false allegation made against me. However, I must take responsibility and ownership for the mistakes I did make."

Separately, Texas Republican Rep. Tony Gonzales said on April 13, 2026, that he would resign from Congress after acknowledging an extramarital affair with a member of his staff. House Speaker Mike Johnson and other Republican leaders had urged Gonzales not to seek reelection before the announcement.

"There is a season for everything and God has a plan for us all. When Congress returns tomorrow, I will file my retirement from office. It has been my privilege to serve the great people of Texas," Gonzales said.

Both announcements came on the eve of Congress reconvening after its recess. The U.S. Senate also returned to work on Tuesday, April 14, 2026.

Returning lawmakers in the House also plan to consider a funding bill to reopen subagencies of the Department of Homeland Security that have been affected by a partial government shutdown. The shutdown has lasted nine weeks, making it the longest partial government shutdown in U.S. history.
