PORTERVILLE, CALIF. — A 60-year-old man shot and killed a Tulare County Sheriff's Department detective on Tuesday evening while deputies were serving him an eviction notice at a home in Porterville, Calif., according to the sheriff's department. The shooting set off an hourslong standoff that ended when a SWAT team drove an armored vehicle over the gunman, killing him.

The slain deputy was identified as Detective Randy Hoppert, a veteran of the U.S. Navy who joined the Tulare County Sheriff's Department in 2020. Hoppert was part of a group of officers who arrived at the scene to assist after the initial gunfire began, according to Tulare County Sheriff Mike Boudreaux.

Deputies had gone to the Porterville residence to serve a final eviction notice to the 60-year-old man, who had failed to pay rent for 35 days, according to Boudreaux. The sheriff said the man was expecting law enforcement to arrive and lay in wait, immediately opening fire on the officers when they reached the home.

After the initial shooting, the man barricaded himself inside the home with a rifle, according to the sheriff's department. His family members urged him to come out peacefully during the standoff, but he refused, according to Boudreaux. Authorities deployed gas into the residence, but the man continued to fire at law enforcement from inside the home.

The standoff ended around 6 p.m. when the man exited the home and moved through the yards of neighboring properties, according to the sheriff's department. A Kern County SWAT team then drove an armored vehicle into the yard where the man was lying on the ground. The man began firing at the armored vehicle, and the SWAT team drove the vehicle over him, killing him, according to Boudreaux.

During the standoff, SWAT teams evacuated residents in the surrounding neighborhood or instructed them to shelter in place for several hours, according to the sheriff's department. Nearby schools were also placed on lockdown. "This is senseless," Boudreaux said.

Bystander video recorded from a nearby driveway showed armed deputies crouched along the road when a series of shots rang out. Some deputies could be seen running from the area in the footage. Separate video from the scene showed a person being carried into an emergency medical vehicle.
