WASHINGTON, D.C. — President Donald Trump signed Executive Order 14395, titled "Decreasing Housing Costs for the American People," on October 22, 2026. The order directs federal agencies to reduce mortgage insurance costs, expand title review programs and lower interest rates on specific government loans.

The executive order directs the Director of the Federal Housing Finance Agency to direct Fannie Mae and Freddie Mac to establish a pilot program that proactively cancels mortgage insurance for borrowers who satisfy equity requirements based on current market value. The pilot program applies only to mortgages made after the establishment of the program. The executive order directs the Federal Housing Finance Agency to expand the title acceptance pilot into an ongoing nationwide program allowing automated title reviews in lieu of lender’s title insurance policies for eligible refinance transactions. The order requires that cost savings from the expanded title acceptance program be passed through to borrowers and that lenders inform borrowers of those savings.

The executive order directs the Secretary of Agriculture and the Secretary of Veterans Affairs to reduce the interest rates charged on single-family home loans made directly by their respective departments. The executive order establishes the Task Force on Manufactured Housing Innovation, co-chaired by the Secretary of Housing and Urban Development and the Director of the Federal Housing Finance Agency. The task force includes the Secretary of Agriculture, the Secretary of Commerce, and the Secretary of Veterans Affairs, or their designees.

It must submit recommendations to the President within 180 days of the order's date. The costs for publication of the executive order shall be borne by the Federal Housing Finance Agency.
