WASHINGTON, D.C. — The Nuclear Regulatory Commission issued a final rule on Thursday to streamline licensing reviews for commercial reactors by allowing applicants to leverage prior authorizations from the Department of Energy or Department of War. The agency expects cost savings for both applicants and the NRC, though it could not quantify these potential savings at this time.

The final rule amends 10 CFR Parts 50 and 53, with the amendment to § 50.43 explicitly establishing a pathway for the licensing frameworks under 10 CFR. The rule aims to improve licensing review efficiency and increase capacity for conducting reviews while maintaining independent NRC safety assessments. The final rule is effective 30 days after publication in the Federal Register.

Executive Order 14300 states that NRC review of such designs should focus solely on risks that may arise from new applications permitted by NRC licensure, rather than revisiting risks that have already been addressed in the DOE or DOW processes.
