The Federal Trade Commission sued REPS & Company Inc. on Thursday, alleging the ticket broker spent more than $1.3 billion to buy over 18.5 million tickets and generated at least $120.8 million in profit by illegally bypassing security measures.

The complaint names CEO Ryan Pancheri, President Brian Archibald and COO Nicholas Totagrande as defendants. The Commission vote to refer the complaint to the Department of Justice was 2-0.

In one instance involving a Beyonce concert, the agency alleges the company used 1,300 accounts to buy 7,624 tickets and generate $833,000 in profit.

The lawsuit claims REPS violated the Better Online Ticket Sales Act by using unlawful tactics to deprive ordinary fans of access to reasonably priced tickets. The act was signed into federal law by President Barack Obama on December 14, 2016.
