BRASÍLIA — The Brazilian Senate approved Constitutional Amendment Proposal No. 221 of 2019 in two rounds on October 14, 2026, reducing the maximum workweek from 44 to 40 hours without salary cuts. The proposal also provides for two days of paid weekly rest.
During its 134th Ordinary Deliberative Session, which ran from 14:21 to 22:04, senators voted 75-1 with zero abstentions in both the first and second rounds. Requirement No. 706 of 2026, requesting a special calendar for the measure, was approved earlier in the session. Amendment No. 37 to the proposal was rejected after Senator Omar Aziz issued Opinion No. 207 of 2026-PLEN-SF against it.
"The Presidency manifests itself on the role of the Federal Senate in the processing and voting of Constitutional Amendment Proposal No. 221/2019, which provides for the end of the 6x1 work schedule without salary reduction," Senator Davi Alcolumbre said.
