ALEXANDRIA, VIRGINIA — The National Credit Union Administration proposed a rule on October 14, 2026, to eliminate prescriptive procedural mandates and simplify fidelity bond coverage requirements for federally insured credit unions. The agency seeks comment on the proposed amendments to its regulations governing these coverage standards.
The proposal removes the requirement that the full board of directors review all applications for purchase or renewal of fidelity bond coverage. It also eliminates language prohibiting a board member from signing consecutive fidelity bond purchase or renewal agreements.
The rule eliminates the automatic 10-year expiration period for the Board’s approval of all fidelity bond forms. Additionally, the proposal removes the provision requiring increased coverage based on a specific formula tied to daily cash on hand or money in transit. The rule also eliminates advisory paragraphs stating boards should purchase additional coverage beyond regulatory minimums.
The intended effect of the proposed rule is greater flexibility for federally insured credit unions, simplified compliance, and reduced administrative costs without compromising safety and soundness. Comments on the proposed rule must be received on or before a date 60 days after publication in the Federal Register. The docket number for the proposed rule is NCUA–2026–1882.
