LOUISIANA — The initiative targets nearly 1.1 million Louisiana residents who live in rural parishes. Louisiana ranks as the least healthy state in the nation, according to its own application.

Josh Fleig is the chief innovation officer for the Louisiana Economic Development agency. He described the allocation as substantial relative to the needs of early-stage ventures. "Look, that’s a lot of money for what we do," Fleig said in an interview.

Fleig added that the investment represents a shift in how the state approaches healthcare innovation. "The state is at a really interesting turning point," he said in an interview.

New Jersey received $147 million in first-year rural health program awards. Texas received $281 million in first-year rural health program awards.

No more than 10% of each state’s rural health program award can be spent on a rural tech catalyst fund. To apply for rural health catalyst funds, startups must be less than 10 years old and have raised less than $50 million in early funding.

Companies that win a portion of state catalyst funds must meet predetermined milestones before being paid. States must show that first-year funds will be obligated by Oct. 30, according to CMS guidance.

States’ initial annual progress reports for the rural fund were due at the end of August 2026. The Centers for Medicare & Medicaid Services has declined to publicly post state progress reports and plans to publish an annual report on state progress.

Delaware, Georgia, Massachusetts, Nebraska, South Carolina, Virginia, and West Virginia are creating rural health tech catalyst funds. Daniel X. O’Neil created a state tracker and parsed original state applications to find dozens that mention catalyst awards and technology funds.

Louisiana officials announced the state’s tech catalyst fund with an event in Natchitoches, Louisiana. More than 200 companies competed for Louisiana’s tech catalyst fund.

Louisiana’s tech catalyst fund offers between $250,000 and $3 million in seed money. Greens Health is a 2-year-old company that analyzes Medicare claims to identify patients with chronic diseases.

Greens Health serves about 100 patients across Texas, Alabama, and Florida. The company hopes to get a $250,000 investment from Louisiana.

Caret Health co-founders Riya Pulicharam and Kevin Zhao met in Silicon Valley. Pulicharam is a physician-researcher.

Zhao is an engineer. Caret Health created a technology platform that identifies patients who need help getting to appointments, having scans done, or picking up prescriptions.
