U.S. — The Defense Information Systems Agency issued a sources-sought notice on Thursday regarding the migration of combatant commands to DoDNet. DISA requested industry responses to the new notice by 3 p.m. EDT on August 28.

The agency seeks a single contract for all migration activities, including customer contact, discovery, network and endpoint migration, and transition to operations. Contractors must have expertise in identity, credential, and access management, zero trust architecture, infrastructure-as-code and automation scripts, migration methodologies, and runbooks.

DISA is tasked with overseeing the migration of all Non-Classified Internet Protocol Router Network and Secure Internet Protocol Router Network common-use IT to DoDNet by the end of fiscal 2028. Approximately 231,000 users at approximately 200 sites across the U.S. military's 11 combatant commands use legacy IT environments.

The 11 combatant commands are Northern Command, Southern Command, Pacific Command, European Command, Africa Command, Central Command, Space Command, Special Operations Command, Transportation Command, Strategic Command, and Cyber Command. Migration of Defense Agencies and Field Activities to DoDNet is currently underway.

Pentagon Chief Information Officer Kirsten Davies issued a directive months ago designating DISA as the single service provider for the migration effort. "This consolidation is essential to advancing enterprise modernization; improving operational efficiency; and ensuring resilient, lethal, and mission-ready network capabilities." Davies said.

Davies added that the shared services provider environment ensures commands operate within a zero-trust enabled cybersecurity environment. "The SSP environment ensures CCMDs operate within a zero-trust enabled cybersecurity environment and with a uniform user experience across all commands," she said.

The notice outlines specific requirements for potential contractors to demonstrate their qualifications. "Provide one or two concrete examples of projects similar in Department of War (DOW) scope and magnitude (approx. 20 locations / 12,000 users) where you successfully executed network and endpoint discovery, migration planning, and execution for an environment you did not currently manage, DISA officials wrote."

Officials also requested details on hardware integration during the transition. Specifically, detail your experience migrating to a new baseline in parallel with a physical lifecycle hardware replacement," they wrote."
