BANGKOK — Myanmar military commander-in-chief General Ye Win Oo met with Thailand’s chief of defense forces Ukrit Boontanon in Bangkok on August 20, 2026. The meeting marked Win Oo's first international trip since assuming the role of military commander-in-chief.

The High-Level Committee Meeting took place at the Chatrium Grand hotel in Bangkok. Officials focused their discussions on cooperation regarding the 2,400km border shared between Myanmar and Thailand.

The generals addressed joint efforts to tackle illicit drug trade and cyberscam networks. They also discussed military cooperation on counterterrorism, training, humanitarian assistance, and disaster relief. During the meeting, the Thai general presented his Myanmar counterpart with air quality monitoring devices. The officials further addressed the issue of cross-border haze, forest fires, and river contamination.

This engagement follows previous high-level military talks between the two nations held in Myanmar in 2023. Win Oo served as Chief of Military Security Affairs from 2020 to 2026 before his current appointment. He was appointed as Myanmar’s military commander-in-chief on March 30, 2026.

The leadership transition occurred after Min Aung Hlaing was sworn in as president of Myanmar in April 2026. Min Aung Hlaing handed the office of military leader to Win Oo upon becoming president. Prior to these developments, Thai Prime Minister Anutin Charnvirakul welcomed Min Aung Hlaing to Bangkok in early August 2026.

Thai Foreign Minister Sihasak Phuangketkeow described Thailand’s policy as “calibrated engagement” aimed at bringing Myanmar back into the “ASEAN family.” Former Thai Foreign Minister Kasit Piromya offered a contrasting view of the diplomatic approach. “Thailand’s Prime Minister lacks basic knowledge and any sense of purpose on Myanmar, and Thailand’s Foreign Minister has completely sold out his fellow ASEAN Foreign Ministers,” Piromya said.

The ongoing civil war in Myanmar has killed more than 100,000 people, according to the Armed Conflict Location & Event Data Project (ACLED). United Nations experts dismissed Myanmar’s elections staged in early 2026 as a “sham.” Win Oo led the arrests of President Win Myint and Aung San Suu Kyi during the 2021 coup. He was also sanctioned by the U.S. government.

Why It Matters

The Homeland Security Department published notice titled Termination of the Designation of Burma (Myanmar) for Temporary Protected Status on November 25, 2025. This administrative change reflects shifting international policies toward the country during continued internal conflict. The high-level talks in Bangkok represent a step toward potential reintegration into regional mechanisms through bilateral channels rather than multilateral consensus.

Timeline

On April 24, 2021, the Five-Point Consensus, agreed in April 2021, called for an immediate cessation of violence, access to humanitarian aid, and political dialogue involving all parties. By late 2021, ASEAN has excluded Myanmar from its summits since late 2021 due to its refusal to implement the Five-Point Consensus.

On November 25, 2025, the Homeland Security Department published notice titled Termination of the Designation of Burma (Myanmar) for Temporary Protected Status on 2025-11-25. On March 30, 2026, General Win Oo was appointed as Myanmar’s military commander-in-chief on March 30, 2026. In April 2026, Min Aung Hlaing was sworn in as president of Myanmar in April 2026.

What's New

Subsequent statements showed that Thailand reaffirmed its commitment to supporting Myanmar’s full and equal participation in ASEAN mechanisms and processes. Myanmar expressed appreciation for Thailand’s constructive role in facilitating the normalization of its relations with ASEAN.
