WASHINGTON, D.C. — The court ruling blocks the redirection of any funds for the purpose of moving the FBI headquarters to the Ronald Reagan Building. Judge Theodore Chuang ruled that the plan to move the FBI headquarters and redirect funds violates the Administrative Procedure Act. The judge found that Maryland and Prince George’s County suffered irreparable injury as a result of the decision to abandon the Greenbelt site.
Maryland Attorney General Anthony Brown sued the Trump administration in November 2025. The Trump administration announced its plan to move the FBI headquarters to the Ronald Reagan Building in July 2026. Congress appropriated $1 billion for the FBI headquarters project after the site selection. The General Services Administration publicly announced its selection of Greenbelt, Maryland, for the new FBI headquarters on November 9, 2023.
"This victory is about more than a building. It is about ensuring that when Congress makes a decision, the Federal Government cannot simply ignore it because they do not like the outcome," Brown said. "Congress made a promise. The Trump Administration tried to break it. Now, the jobs, investment, and opportunity Marylanders deserve are within reach."
Prince George’s County Executive Aisha Braveboy told WTOP that there is a rule of law, and everyone has to abide by that rule of law and it applies to everyone at every stage and in every corner of our country, including the White House. The Ronald Reagan Building and International Trade Center is the second largest federal building after the Pentagon. At the time it was built, the structure was reportedly the most expensive federal building ever constructed, at a cost of $768 million.
