ALABAMA — Army Lt. Gen. Joseph Jarrard stated at the Space and Missile Defense Symposium in Huntsville, Alabama, that the United States lacks sufficient sensors and effectors to address the threat of drone swarm attacks. The deputy commander of U.S. Northern Command warned that current defenses are inadequate against the proliferation of small uncrewed aircraft systems.
Jarrard spoke on Thursday about the immediate and complex threats facing the nation. He cited growing cooperation between Russia, China, North Korea, and Iran as a significant concern for national security officials. The general also pointed to examples of Beijing and Moscow pressure testing Arctic territories around Alaska as evidence of these evolving challenges.
"We are ill-equipped right now to handle something like that," Jarrard said. He emphasized that detection remains the most critical hurdle for military planners. "Detection is obviously the biggest issue, and so how we are able to detect is one of our biggest concerns right now."
The general explained that sensor coverage depends heavily on the location of a potential attack. "We don't have the sensors, and depending on where that swarm is going to attack, it depends on whether we have any sensors at all, and also whether we've got any effectors to go after that problem," he said. This gap in capability exists despite the daily use of such technology in conflicts around the world.
"We're seeing it used on a daily basis around the world, and we've got to figure out how to mitigate that threat," he said. He noted that small uncrewed aircraft systems proliferate the open market. "In the hands of malign actors, these pose a growing threat to safety and security."
U.S. officials cite Ukraine’s Operation Spiderweb as an example of how drones can penetrate deep into a country’s borders. Kyiv’s operation sent commercial trucks packed with drones into Russia, where they launched and set many of Moscow’s bombers ablaze on an airfield. This incident illustrates the potential for commercial technology to be weaponized against traditional military assets.
To address these vulnerabilities, U.S. Northern Command is integrating counter-drone tactics into Operation Noble Eagle. This decades-old effort between the U.S. and Canada serves to bolster air defenses across the continent. The command is relying on existing radars while coordinating with other agencies such as local law enforcement to expand its detection network.
He showed the need for seamless communication between different defense systems. "That's where we've got to get to with respect to the interoperability between not just military systems, but also those that are protecting our cities, critical infrastructure, etc. that are off our installations," he said. He added that military forces must align with civilian procurement efforts. "We've got to be interoperable with the systems that they're procuring, using, utilizing."
"And they've all got to talk together," he said. Achieving this level of integration remains a work in progress. "But we're not there yet." The general stated that a keystone defense for thwarting threats is a deep and broad network of international allies Northcom relies on.
The Pentagon has requested $21 billion for unmanned aerial systems defenses, munitions, and related equipment. This funding request supports broader efforts to modernize domestic defenses.
