EAST ST. LOUIS — A 15-year-old suspect was charged with first-degree murder on Thursday in connection with the stabbing death of 78-year-old John Wesley Allen Sr. in East St. Louis. The St. Clair County state’s attorney is seeking to prosecute the teenager as an adult for the attack that occurred earlier this week.

John Wesley Allen Sr., 78, was killed in East St. Louis on Monday after being stabbed multiple times with a knife. Illinois State Police stated that John Wesley Allen Sr. was waiting at a bus stop when he was stabbed in a random attack by a suspect wearing a clown outfit. The agency noted that video of the suspect wearing a clown costume is circulating and that they are seeking to obtain all video in the case.

East St. Louis police responded to a report of a body in a roadway around 10 p.m. on Monday. Officers found John Wesley Allen Sr. dead in the roadway, where he was identified by the hospital bracelet still on his wrist. The victim had gone to the VA hospital for a checkup on Monday before planning to visit his sister. John Wesley Allen Sr. was a navy veteran and retired bus driver who lived in a senior living complex in St. Louis and was from Jennings, Missouri.

The 15-year-old suspect was arrested at a residence on Monday night. Ring camera footage recorded the suspect outside a home three blocks from the scene less than an hour before Allen’s body was discovered. Neighbors told KSDK they saw a person going door to door with a large knife on Monday night. Doorbell camera video obtained by KSDK showed a person whose face was partly covered looking into the camera and saying, "I have a gift for you."

A court filing by St. Clair County Assistant State’s Attorney Derek Smith stated the teenager had the intent to kill or do great bodily harm to Allen. The suspect remained in custody on Thursday following the charges. East St. Louis is across the Mississippi River from St. Louis, Missouri, and serves as a city in St. Clair County, Illinois.
