FORT LEAVENWORTH, KANSAS — The Department of Defense is seeking proposals for artificial intelligence systems to monitor communications of incarcerated individuals at the Military Correctional Complex at Fort Leavenworth, Kansas. Companies must submit proposals for cloud-based, AI-enabled call and message monitoring assets by August 13.

The solicitation, identified as contract W91QF4-26-Q-A021-ZGHJ according to Cleatus, outlines requirements for technology that can transcribe and track non-privileged communications via a web-based dashboard. The requested system must be certified for use on Amazon Web Services’ government cloud infrastructure and interface with the facility’s existing ViaPath Phone system.

Department of Defense officials stated the ViaPath Phone system currently provides real-time security monitoring of inmate communications to identify suspicious language and disrupt illegal activity. The new AI capabilities are intended to build upon this existing infrastructure by adding semantic analysis and translation functions.

The Military Correctional Complex is seeking semantic AI that can interpret the context and meaning of phrases rather than just detecting specific keywords. Officials want the AI to determine and pinpoint when new slang terms are used in place of plain language to describe possible criminal activities or drug names. The system must also include agentic AI that can plan and make decisions based on prompts.

Translation capabilities are a central component of the request. The AI capabilities should allow for near-instant translations between Spanish and English, while also offering multi-language translation options to accommodate other languages spoken within the facility.

"Having the ability to utilize AI software and systems to assist in monitoring communications will increase staff and inmate safety as well as provide the ability to detect, deter, and investigate criminal and unauthorized activities," officials wrote in the contracting opportunity. The Military Correctional Complex is a centralized jail system of correctional facilities across various security levels in northeast Kansas. It includes the U.S. Disciplinary Barracks, which is the only maximum-security facility within the Department of Defense. The complex holds military prisoners convicted under the Uniform Code of Military Justice and consists of both military and civilian staff members.

More than 650 inmates are directly affected by the proposed AI monitoring system, according to Cleatus. The Military Correctional Complex encompasses the USDB, MWJRCF, and NWJRCF facilities where these individuals are housed. "The product will monitor inmate communications in alignment with MCC defined priorities, generate [law enforcement assistance] reports with evidentiary or operational value, provide targeted monitoring during emergency situations, collaborate with MCC investigators, and be available during the standard work week to provide investigative support," officials wrote.
