CASPER, WYOMING — Lorna Roxanne Green was sentenced to 60 months in prison and three years of supervised release for the arson of the Wellspring Health Access Clinic in Casper, Wyoming. U.S. District Court Judge Alan B. Johnson imposed the sentence on September 28, 2023.

Casper Police Department officers responded to the clinic on May 25, 2022, following a report of suspicious activity. Officers observed smoke coming from the east side of the building. The Casper Fire Department responded to the scene and extinguished the fire.

Investigators identified a suspect who gained entry to the clinic by breaking a window. Investigators determined the suspect poured gas in the facility before leaving. The suspect left the facility just prior to the report of suspicious activity. Investigators identified the suspect through witness accounts and video surveillance.

The Wellspring Health Access Clinic was under construction at the time of the arson. The clinic planned to offer OB/GYN services, gender-affirming care, and abortion procedures.

Lorna Roxanne Green was arrested on March 21, 2023, in Casper. The Casper Police Department, the Federal Bureau of Investigation, and the Bureau of Alcohol, Tobacco, Firearms and Explosives participated in the arrest. Green admitted that she set fire to the clinic. The Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Casper Police Department investigated the crime.

"No matter what an individual's opinions or objectives may be, the use of violence and property destruction to advance them is never acceptable," U.S. Attorney Nicholas Vassallo said. Vassallo added, "This was a reckless and serious crime which endangered the community and caused significant financial harm to the clinic's owner." He said, "The sentence imposed today, five years of federal incarceration, appropriately reflects the gravity of Ms. Green's offense."

"This sentence reflects the FBI's commitment to vigorously pursue investigations into crimes against pregnancy resource centers, faith-based organizations and reproductive health clinics," FBI Special Agent in Charge Mark Michalek said. Michalek added, "We will continue to work closely with our federal, state, and local law enforcement partners such as ATF and Casper Police to hold responsible anyone who commits criminal actions, no matter the perpetrator's justification."

The case involved a multi-agency investigation by federal and local law enforcement into the destruction of a healthcare facility. The arson targeted a clinic that was planned to provide reproductive health services, including abortion procedures, in a state with restricted access to such care. The prosecution and sentencing reflect federal enforcement of laws protecting healthcare facilities from violence and property destruction, regardless of the perpetrator's motivation. The sentence establishes a precedent for federal accountability in crimes against medical facilities.
