SAN ANTONIO — Kenneth Charles Stuart, 76, died following a severe flash flood at Joint Base San Antonio-Lackland on July 11, 2026. The incident occurred after heavy rainfall caused dangerous flooding near Hall Street, where Stuart’s vehicle became trapped.

Between three and six inches of rain fell upstream of Joint Base San Antonio-Lackland that day, causing Leon Creek—located near Hall Street—to rise approximately 10 feet by the evening hours. The JBSA-Lackland Fire Department responded to a report of a trapped vehicle on Hall Street during the flash flood. First responders found Stuart shortly after midnight, though the Bexar County Medical Examiner’s Office determined he was already dead at 9:56 p.m.

Stuart was a federal civilian employee assigned to the 57th Intelligence Squadron, 16th Air Force, and had worked at Joint Base San Antonio-Lackland for more than three decades. Lt. Col. Benjamin Secrist, commander of the 57th IS, said: "Dr. Stuart was a beloved and respected member of the 57th IS family. He dedicated 32 years in support of our nation and was always committed to helping others and improving our organization." Secrist added: We are deeply saddened by his sudden passing.

His leadership and kindness leave a lasting legacy in our squadron. Our thoughts are with his family, friends, and colleagues at this time. A JBSA-Lackland spokesperson stated that the entire incident relating to the flash flood is currently under investigation.
