The United States, Germany, and other European nations are scheduled to sign a statement of intent on July 7, 2026, at a NATO Industry Forum in Ankara. The agreement concerns establishing European co-production of Raytheon's AIM-120 AMRAAM missiles and a maintenance facility for Lockheed's PAC-3 Patriot missiles.

The signing will occur on the sidelines of the military alliance's summit. The U.S. is currently in talks with Germany and other European countries regarding these projects. Implementation of the co-production and maintenance initiatives could free up capacity at Raytheon and Lockheed Martin factories in the United States.

These projects could also enable Raytheon and Lockheed Martin to ramp up production in the United States. PAC-3 missiles for Patriot air defense units are in high demand in Ukraine, as are AIM-120C-8 missiles. The AIM-120C-8 missiles are launched by NASAMS air defense systems and F-16 fighter jets.

Kyiv has been fighting off Russian attacks since Moscow's full-scale invasion in February 2022. The U.S. has seen its arms stocks depleted by the war in Ukraine and the war on Iran, with President Donald Trump invoking the Defense Production Act in mid-June to address constraints in weapons supply and development for munitions production and supply chains.

President Trump has repeatedly criticized European allies for relying on the U.S. for their security. He has pressed European allies to boost defense spending and purchase additional U.S. equipment. President Trump has encouraged co-production of U.S. weapons with Europe and has threatened to pull Washington out of NATO.
